Thanks to a donation, in 1972 the SIF founded the Civic Education and Research Trust (CERT), which is registered with the Charity Commission for England and Wales (number 264353).

CERT's objectives are "To promote education generally in the understanding of the law more particularly as it affects the day to day life of the individual." CERT's trustees are Lord Monson, Lucy Ryder, Sir Richard Body and Dr Barry Bracewell-Milnes.

CERT does not sponsor individuals as such, but instead seeks to spread information and debate about the impact of state and society on the individual. It does this by way of hardcopy publication. For example, CERT helped to produce Professor David Myddelton's book The Power to Destroy, a study of the British tax system.
